3.. Progress in re-establishing lav and order is very much slower than had been hoped, especially in Kowloon. This is in great measure due to the inadequacy of scales of pay for Asiatic Police. Pending a reply to savingram under reference, recruita continue to ba pald the same as unskilled coolies.

2. It is pointed out that the scales of pay in column 3 of Appendix to savingram are put forward as being uniform with the 1941 coat of living, and cannot themselves be regarded as an adequate permanent solution unless living costs fall, of which there is so far little sign.
